John D. Byrnes, D.Hum, FACHT founded the Center for Aggression Management in 1993 with a singular conviction: aggression doesn't simply appear — it follows a measurable, observable path. If that path can be identified early enough, violence can be prevented entirely.

A proud United States Navy Veteran (USS Nautilus SSN 571 — the nation's first nuclear-powered submarine), Dr. Byrnes has dedicated his career to developing and deploying the only proactive, scientifically reliable violence prevention system that acts on observable behavioral precursors rather than reacting to incidents after they occur.

His work has been deployed across federal agencies, the US military, law enforcement, healthcare systems, universities, and major corporations. He has presented to the US Army Special Operations Command, served as keynote at the first Protective Security Conference sponsored by Walmart, and is a regular presenter before police chiefs, FBI professionals, and state government leaders.

Dr. Byrnes was selected by the US Department of Labor to represent the United States at the Violence as a Workplace Risk Conference in Montreal, Canada, and by the US State Department to brief an international counterterrorism delegation spanning India, Pakistan, Singapore, Mexico, Uganda, Israel, and the United Kingdom — under the auspices of US Foreign Policy and Counterterrorism.

Most recently, Dr. Byrnes completed eight AI certification courses through Harvard Business School's Digital Data Design Institute (D³) — positioning CAPS at the frontier of AI-enhanced behavioral detection and prevention.

How CAPS works

Every violent incident follows a path. CAPS maps that path with scientific precision — identifying the observable, measurable precursor behaviors that signal an individual is moving toward harm, long before they reach it.

Unlike traditional approaches (threat assessment, conflict resolution, restorative justice), CAPS does not wait for a complaint to be filed or an incident to occur. It intervenes at the behavioral level, when outcomes are still changeable.

The system is fully compliant with HIPAA, FERPA, the Civil Rights Act, and GDPR. It does not rely on subjective mental health assessments. It does not profile by race, gender, or religion. It measures observable behavior — objectively, consistently, and legally.
